In modern politics, narratives play a key role: they not only convey meanings, but also shape the perception of reality by citizens and elites. However, behind the facade of public stories, latent processes are often hidden – non-decisions, mobilization of biases, implicit mechanisms, as well as the hidden influence of interest groups. Combining theories allows us to uncover these mechanisms. The relevance of this topic is due to the need to understand how public policy is created, promoted and perceived in the 21st century, which will help to assess public government programs most soberly.
